General Application Requirements
Classroom Substitute Teacher
A Substitute Teacher Permit obtained in Wyoming is valid for five years. An individual who holds this permit is eligible to substitute teach in any Wyoming classroom, grades K-12.
- Traditional Route
- Official transcript(s) verifying completion of an Associate’s degree or sixty (60) semester hours from a regionally accredited institution.
- Alternative Route (Download Form Here)
- High School Diploma or High School Equivalency Certificate.
- 24 total hours of specified in-service training – In-service training workshops are offered through approved individual Wyoming school districts or BOCES.
- 30 hours of classroom observation – The applicant must contact the school district directly and make arrangements to complete the classroom observation required (10 hours must be completed at EACH level: elementary, junior high/middle, and high school).
Lifetime Substitute Permit
A Lifetime Substitute Teacher Permit never has to be renewed. An individual who holds this permit is eligible to substitute teach in any Wyoming classroom, grades K-12.
- Verification from the district office from which you retired indicating previous employment and date of retirement on district letterhead.
- Copy of out-of-state license that was valid at the time of retirement from an out-of-state school district (out-of-state retirees only).
Coaching Permit
A Coaching Permit is valid for five years. An individual who holds this permit is eligible to be hired as a Head coach ONLY for the specific sport for which he/she holds a permit but may also be assigned as an Assistant Coach for any sport.
- High School Diploma or High School Equivalency Certificate (if you currently hold a permit or license with PTSB, you do not need to resubmit this proof).
- Current Hands-on or Hybrid 1st Aid/CPR Training – applicants must submit copies of current, valid (front and back if applicable) 1st Aid/CPR card(s) OR an original, signed letter of verification in place of 1st Aid/CPR card(s) which must include: dates of the course(s), instructor’s contact information, and expiration date(s) of the 1st Aid/CPR certification(s). This certification may include online components but must also include hands-on demonstration training.
- Care and Prevention of Athletic Injuries (equivalent to 2 semester hours). This certification may include online components but must also include hands-on demonstration training.
- Foundations of Coaching, Fundamentals of Coaching, or Coaching Principles.
- Two years of prior Coaching Experience or completion of a “Theory of Specific Sport” course.
Transitional Coaching Permit
A Transitional Coaching Permit is valid for three years and is issued when a coaching applicant is unable to meet all of the requirements for a Coaching Permit or endorsement on a standard teaching license. An individual who holds this permit is eligible to coach ONLY IN THE SPECIFIC POSITION for which he/she has been hired.

- Current Hands-on or Hybrid 1st Aid/CPR Training – applicants must submit copies of current, valid (front and back if applicable) 1st Aid/CPR card(s) OR an original, signed letter of verification in place of 1st Aid/CPR card(s), which must include: the dates of the course(s), instructor’s contact information, and expiration date(s) of the 1st Aid/CPR certification(s). This certification may include online components but must also include hands-on demonstration training.
- Care and Prevention of Athletic Injuries (equivalent to 2 semester hours). This certification may include online components but must also include hands-on demonstration training. If you have not met this requirement, please see note additional information below. Additional information pertaining to Care and Prevention of Athletic Injuries: On May 4, 2022, PTSB put new rules into effect. These rules state that transitional coaches must have Care and Prevention of Athletic Injuries in order to obtain this permit. Because of this change, we understand that not all individuals will have the requirement met at the time of applying for the Transitional Coach Permit. Therefore, we are giving these coaches one (1) year to complete the Care and Prevention requirement. Once completed, you MUST submit a certificate of completion to PTSB, and we will issue another certificate showing the full three years for the transitional coach permit. Please note that you will not be charged again.
Two-Year Internship Permit
An Internship Permit is valid for two years. An individual who holds this permit is eligible to serve in a specific assignment as an intern for a Wyoming school district. The applicant must make arrangements with a Wyoming school district for an available internship position. Note: An Internship Permit is temporary and cannot be extended or renewed. The Internship Permit is required while performing in the role of an intern. The Wyoming school district will determine if the internship will be a paid or unpaid internship.
- Proof of enrollment from the institution of higher education stating acceptance into an internship program.
- Official transcript showing all current courses.
- Letter from an official school district representative verifying the internship assignment AND verifying the applicant will be supervised during the internship period.
Educational Sign Language Interpreter (ESLI) Permit
The ESLI Permit is valid for five years. All interpreters shall hold a permit to function in a Wyoming school district as an Educational Sign Language Interpreter (ESLI). Applicants must meet one of the requirements below for this permit.
- Program completion from an accredited institution of higher education.cInstitutional Recommendation indicating completion of an educator preparation program from an accredited institution of higher education. (Download Form Here)
- Official transcripts with degree(s)/endorsement listed.
- Documentation of national certification.
- Obtain a score of 3.5 or greater on the Educational Interpreter Performance Assessment (EIPA) in one of the following areas of sign language: American Sign Language (ASL), Manually-Coded English (MCE), or Pidgin Sign Language (PSE).
Native Language Permit
A Native Language Permit is valid for two years. An individual who holds this permit is eligible to teach the Arapahoe or Shoshoni language(s), grade levels K-12.
- Written approval from the Tribal Council Committee.
- Verification of Employment form in a Native Language teaching position from the school district that has employed you. (Download Form Here)
Professional Industry Career (PIC) Permit
A Professional, Industry, and Careers (PIC) Permit is valid for five years. An individual who holds this permit is eligible to teach grade levels 6-12 only in the field(s) of occupational specialty for which the applicant has met all the requirements.
- Minimum of two (2) years of work experience in the past five (5) years for EACH field of occupational specialty for which the applicant is seeking a PIC Permit. In some cases, in lieu of occupational experience, holders of advanced degrees (Master’s or higher) may be permitted to teach in grades 6-12 in the subject area most closely related to the advanced degree discipline. Note: Exclude any educational/training experience.
- Verification of Employment Form(s) for EACH field of occupational specialty for which the applicant is seeking a PIC Permit must be filled out completely and accurately and submitted as part of the complete application. - Current and valid license(s) in EACH of the applicant’s occupational specialties when one is required by state or federal statutes.
- Plan for Continued Professional Advancement.
Drivers Education Permit
A Driver’s Education Permit is valid for five years. Per W.S. 21-7-303 (c), an individual is eligible to teach driver’s education in a Wyoming school district for three (3) years without an educator license or permit. Following the three (3) years of employment, a driver’s education teacher must hold a Wyoming Driver’s Education Permit.
- Current and valid Wyoming driver’s license.
- High School Diploma or a High School Equivalency Certificate.
- Driver Education exam with a minimum passing score. (Applicants may call the PTSB Office at 307-777-7291 for testing directions and information.)
Consultant Specialist Permit (BY DISTRICT REQUEST ONLY)
A Consultant Specialist Permit obtained in Wyoming is valid for one year. Only a Wyoming school district can request the issuance of this permit from PTSB. This permit can be renewed yearly upon the district’s request, resubmission of the application, and required documentation.
- Official transcripts verifying progress towards completion of a bachelor’s degree from an accredited institution.
- Letter from an official school district representative stating what position the applicant has been hired to fill, why this applicant is highly and uniquely qualified for the position, and how the district will support the individual to be successful.
Visiting Foreign Teacher Permit
A Visiting Foreign Teacher Permit obtained in Wyoming is valid for three years and is non-renewable. An individual who holds this permit is only eligible to teach in the content area(s) they have experience teaching and hold certification/licensure for in their native country.

- Verification of eligibility to work in the United States.
- Verification of receiving a passing score on a PTSB-approved language exam to demonstrate their ability to speak and write in the English language fluently.
Professional Industry Careers Experience (PIC Coach) Permit
A Professional, Industry, and Careers (PIC Coach) Permit is valid for three years. A PIC Coach Permit is issued when a coaching applicant is able to demonstrate, through verifiable documentation, equivalency or competency for some of the requirements for a Coaching permit and who holds or has been offered a coaching position in a Wyoming School District.
- High School Diploma or High School Equivalency Certificate (if you currently hold a permit or license with PTSB, you do not need to resubmit this proof).
- Current Hands-on or Hybrid 1st Aid/CPR Training – applicants must submit copies of current, valid (front and back if applicable) 1st Aid/CPR card(s) OR an original, signed letter of verification in place of 1st Aid/CPR card(s) which must include: dates of the course(s), instructor’s contact information, and expiration date(s) of the 1st Aid/CPR certification(s). This certification may include online components but must also include hands-on demonstration training.
- Care and Prevention of Athletic Injuries (equivalent to 2 semester hours). This certification may include online components but must also include hands-on demonstration training.
- Foundations of Coaching, Fundamentals of Coaching, or Coaching Principles.
- Proof of Collegiate or Professional athletic Experience, Professional License, or equivalency in lieu of Theory of Coaching the Specific Sport (Must be at the secondary grade level or higher).

Apprenticeship Permit
An Apprenticeship Permit obtained in Wyoming is valid for three (3) years. This permit is only available to individuals who are employed as apprentices through a U.S. Department of Labor registered apprenticeship with a recognized participating employing school district and who are enrolled in a degree program that leads to licensure. This permit can be renewed only once upon resubmission of the application and required documentation.

- Verification of enrollment in an educator preparation program that will lead to at least a bachelor’s degree from an accredited institution of higher education and that will meet licensure requirements.
